Does non complete prevent internal poaching?

If a group has a non complete, does that really prevent a partner from poaching?

If the group has x years left on hospital contact and the partners have an x-year non complete, couldn’t a partner poach the contract with a start date x years away?

Probably yes it would prevent that.
 
What would the poaching partners do for x years after they quit to start the non complete timer? Would the hospital want to engage in this knowing that accepting their offer means that a significant part of the anesthesia group will have to quit now to be able to start in a year?

Right, the clock would start when the poaching partner ENDS their employment with the group NOT when they give notice. I was thinking about it wrong.
