Does State Residency Matter in Post-Grad/Specialty Programs?

I know that dental schools have a certain percentage of in-state and out-of-state students that they select every year. Does this apply when students apply for specialty programs as well? For example, if you are from Dental School X, and you are a resident of the state of Dental School X, are your chances of getting into specialty programs greater in that state?
 
Its not what you know, its who you know. I dont think it really matters if you are a resident of a certain state, but usually you have a better chance of getting into programs at your own dental school just because of connects/interactions with the specialty staff.
