A friend of mine started reapplying but got some adivce to take the time to build his app and reapply next year instead. He's submitted primaries but hasn't been verified yet. If he withdraws now, will he count as a 2nd or 3rd time reapplicant whenhe reapplies next year?

If he withdraws his AMCAS application now before it is verified, it's like the submission this year never happened. So he'd be a second-time applicant next year if he has already applied once previously.
Note: if an AMCAS application is withdrawn, the applicant is barred from reapplying again during the same application season.

He would be a reapplicant to any school that was designated on the Primary application (whether a Secondary was submitted, or not) if he lists that school on next year's application again. He would be a third-time applicant for any school listed on all three application submissions.
Also good to know: The initial $170 application fee is non-refundable, but your payment(s) for each additional school whose deadline has not passed will be refunded. Withdrawing your application is FINAL. Once you do so, you can no longer apply for the current application year.
If you need to withdraw your application from consideration after your AMCAS application has been processed, you will need to contact the medical schools directly. You are not eligible for an AMCAS refund in this case.
