Lets say both applicants have the same/similar gpa but

applicant 1: Mostly A,B,B+

vs

applicant 2: Mostly A, B, some C+, some B+

In my view, Applicant 1 would be the preferred pick because they seem the most reliable of the two options. Schools value consistent performance.
 
Although academic factors are likely the most important, I have to believe that two similar applicants (academically) will be distinguished more so by non-academics/ECs/school/major

This is not a good question.
It would depend on a lot of things. MCAT, experiences, what classes the Cs were in, what schools they went to, where they're applying.
In general, having a C range grade probably makes you a weaker applicant than having a similar gpa but higher relative volume of B. Having a C means either you messed up the relationship with the teacher, just didn't "get it," or didn't do the work (barring ridiculously hard classes or some form of weird terrible luck). They don't want to see any of those things.

Introduction to Philosophy
Organic Chemistry II
Jazz Trumpet

Triplet 1: B, B, B
Triplet 2: B, A, C
Triplet 3: A, C, B

Which is the best student?
