does anybody know if ucsf offers acceptances on a rolling basis? i thought i read something like that on an old SDN post, but it wasn't clear.

Unless they changed it from last year, they started offering acceptance in late Fall at specific dates every couple of months. So if by rolling you mean prior to March, then yes.
