k so i emailed my history teacher and he said that he is willing to write me a letter of rec. But the problem is that he is TA and not a professor. I really need a letter from a non science prof and he is the only one willing to write me one......would dental schools accept it? can he just sign it himself or does he have to get his department's chair to sign also......get back to me as soon as posssible because im meeting with him tomorrow.

If the class was taught by both professor and TAs, you should definitely contact the professor to see if he/she can co-sign the letter written by TA.

Oh, then he is the instructor! I don't see any problem with him writing one for you. He is professor in definition although he doesn't have his Ph.D. yet.
