I would say it is fairly untypical of a program not to do pre-employment drug screening. In addition, it is not uncommon for drug screening to be done anytime you have an accident (like an accidental needle stick) while at work or be subject to a random screen.
You are about to be a doctor and be responsible for the life of your patients you really shouldn't be abusing drugs.
