E1/E2 Zaitsev or Hofmann ???

How do you know if E1 or E2 proceeds to form the more substituted (Zaitsev) or less substituted Alkene (Hofmann)?

For E2 I know A bulky Base creates the Hofmann product and non-bulky one goes Zaitsev....

What are the E1 requirements?
