I have a question about an EC. My friend volunteered at a blood bank doing things like labeling tubes and getting whatever the donors needed...is this a clinical experience or not?

not really IMO. I guess you could swing it that way if you tried really hard, but they should still get some real experience in a hosptial/clinical setting.

well he or she needed to have interacted with patients.

It is a community service experience. People healthy enough to donate blood are not patients.
