Is it safe to send completed application form to ECE with all my credit card data
(i.e. card holder name, card number, expiration date, special 3-digit code)?
They have no payment options through the internet((

yes I think you should be fine . I have never had any kind of problem.Moreover it is very big company they can not afford bad reputation.

I have sent them my transcripts and they were quite professional. If you cannot trust transaction over net then u can send money order or personal check. Its clearly mentioned on their web site. guess this would help.

do they accept money order through western union, if so, what documents i need to send them to prove my transaction? just receipt from western union?

I used credit card for sure. Just in case there something happens, you can dispute that from your credit card company. Most of the credit card company will accept the claim and your extra money will be reimbursed, JUST in case.
