ECU reference letter question

I know that ECU requires 3 reference letters, 2 from PTs and 1 from professor.
I have already received 1 from PT and 1 from professor, however one of the PTs have not submitted yet. Then today I got an email saying she declined the request. So I was in contact with her today, and she told me that she does not feel comfortable in writing me a reference letter. Its been a month and half since I started shadowing her and it inpatient clinic. Now I don't know what to do. I am so mad because she told me at the very end that she won't write me one.

Over the summer, I shadowed 2 PTs, who are from the same outpatient clinic. However, they treat different age group of patients with different problems. One only treat patients with back problem, post-surgery, and pediatrics, whereas other one only treat patients with lower extremities, upper extremities, and sports injuries. Since a PT from inpatient declined by request, is it okay if two of those outpatient PTs from same clinic write me a reference letter?

You should be fine with the outpatient references. Both of my PT references were from a private practice. I would only ask people who can give you a strong reference regardless of what sector they are in since its not specified. Obviously the majority of us have had experience in both out-patient and in-patient but our connections and experiences might be better in one versus the other. I think the key here is find a PT who knows you somewhat and can advocate for you to a potential school. You should probably count your blessings that the first person declined. Best of luck!
