Agree with Preston & Shapiro for EMG -- hands down the best EMG book ever.
For EEG, depends on your level of interest. For a basic neuro resident, Fisch & Spehlmann is good. At the fellowship level I'd suggest "Current Practice of Clinical Electroencephalography" by Ebersole & Pedley, or maybe Neidermeier's book.
