If you have the option to go to Houston or SA, I would choose the cheaper of these locations (either one if the prices are about comparable). The reasons are they are established programs and are still relatively cheap for dental school.

I think an established cirruculum is always better. I am in a Texas school that recently had its entire clinical cirruculum overhauled and it’s having major issues + negative feedback from both faculty and students, but so far no changes will be made to address it in near future. So I cannot even imagine going to a school that is starting from scratch
