EM1 year valid as prelim yr?

So i was wondering if anyone has ever heard of someone using their first EM1 year (i'm not referring to a prelim year in a 4 yr EM residency, but the actual first EM1 year) as a prelim year to another speciality, for instance: anesthesia, radiology, derm, or optho? Since it's not techinically a year of medicine or surgery, i'm wondering if it has ever flown w/ residency programs. Any info?
