Emergency Doctor wanting to do a Pain Fellowship

I completed my Emergency residency back in 1998. I am now wanting to do a Pain Fellowship. Some people say that some Pain programs have relaxed the rule about the prequalification of anesthesia, pm&r, neuro, psych. I wonder if there is any way to know precisely which programs would accept my ER training, and which programs absolutely would not accept me. I wouldn't want to go through all the work of applying, and then possibly the expense of flying and interviewing only to be told down the road that I had no chance in the first place.
