1) Can I e-submit without my LORs being electronically uploaded?

2) If I have a professor who backs out at the last minute, can I add another one?

3) If the answer to #1 is YES, can I add a 4th LOR if I felt like it afterward? (I have 3 set up but one might back out)

4) Can I submit a NEW LOR AFTER I submit?

Yes to all. You can add/delete/change evaluators before and after submitting. You can even leave it completely blank and still submit. The one thing you can't do is remove an evaluator after he/she has submitted a letter. Once it arrives, it's there for good. But feel free to make changes if that person backs out or if you decide to add a 4th letter.
