endorsement/reciprocate and illinois

I dont think anyone at the illinois BOP answers the phone, so I thought yall might be able to help.

Is there a difference between license by endorsement and reciprocating?

illinois does not require that you keep your original license after you transfer it. But does anyone know if you have to wait until you have one year of experience?
