There are residents in programs that are foreign medical graduates. However, the odds of successfully matching into a program with this "handicap" are stacked against you.

It's hard enough for a US grad to match into ENT these days. Your Step I score is the average score for someone who matched.

With that in mind, you'll have to do a lot of extra work (research, externships, visiting observerships, etc.) to have a leg up in the match. So, if you really want ENT, then apply and jump into the fray.
