Sorry it's taken me a while to answer, I've been traveling and away from computers.
The fine folks that run the Forum would be in a better position to say, but I highly suspect it is simply a matter of numbers. I don't think there would be enough additional messages to go into those subdivisions to warrant the additional administrative time and effort.
