This seemed like it deserved its own thread. When is the absolute latest I can drop papers and expect to be out by July 1?

I don’t mind staying in a little longer than that, but if this reverse PROFIS bs becomes the debacle I fully expect it to, I plan to exit active component promptly.

If, say, I drop papers in March, would I get out in the fall, or would they make me wait another year to get out the following June/July?

I think there's a lot of variability between stations. Inertia matters. So does exactly how many hoops they're going to make you jump through before you can actually pick up a DD214. My first duty station, you had to do every rung on the ladder to get out. My second duty station they gave you a pass on about half of it. Some of these things you can run down on any day of the week and knock out, and others are only one Thursday every month at 10:00 with 25 spots available, first come first serve. Those are the ones that will just irritate the pants off you.

Ultimately the answer is: drop your papers on the exact first day you're allowed to do so.
