Personal statement provides insight on what numbers cannot. I would try to capitalize on your strength and experience that makes you valuable as an OT applicant. I would only address the W's if they ask about it during interviews. I don't see the benefits on prompting them regarding your weakness unless they specifically ask you to address them.

I have the same problem. 7 withdrawals? An F and a D. 3.5 overall. I'm not going to really explain mine. I think I might mention I struggled with deciding on what I wanted to do, but I'm not going to mention the tumultuous relationship with my mom. The confusion and fact I worked hard fits into my story okay. The other part doesn't. So only if it's contextual.
