where do I mail to if I want to do express mailing to the LOE center? the one listed on the bottom of the matching form is the regular mailing address with the PO box

To my knowledge that PO Box is the only address that LOEs will be accepted at.

This is where I assume you mean, as far as ¨LOE center¨. And I assume you can express mail things to that address as well.

I believe there is a separate address. It should be explained somewhere. I know I saw that option last year.
