F30 award for non-MSTP MD/PhD students

I'm an MD/PhD student. I'm funded for the PhD through my department, but not for the MD; I'm not in the MSTP program. Both my MD and PhD are from accredited, respected institutions. Does anybody know if I'm eligible to apply for an F30 grant even though I'm not in the MSTP program?
