In the absence of a percentile, how can we determine if an F30 is likely to get funded based only on the impact/priority score? What do payline numbers issued by the institute mean? Does this mean the score must be equal or lower to get the grant funded or can some scores that are close but beyond the payline still get funded?

You have to ask the Program Official for your grant. That's the only way to find out what the historical priority scores have been for funding.

It depends on exactly how much money they have to give out that cycle and the number of grants to be funded.

Don't count your chickens until they hatch in this game. Even with an excellent priority score you can still be thrown out in committee. All sorts of weird wildcards and delays can happen as well. Unless your program official tells you your grant definitely will or definitely won't be funded (and they tend to be very non-committal), you just have to wait.

Hey thanks Neuronix, I called the PO and got the answer I was looking for.
