FAFSA is only for citizen and GC-holder?

I found the following information in the FAFSA website:
"To receive federal student aid, you must meet certain requirements. You must:
Be a U.S. citizen or eligible noncitizen
."

what exactly does the "eligible noncitizen" mean?? J1,J2,F1/2,H1/4 are all not eligible for FAFSA????????? Please help me out ~~~~~~thanks

J, F, H, L are not eligible for Federal Aid, as far as I know. Eligible non citizens IMO are Permanent Residents, (since they dont give up their original passport), political asylees or refugees and things like that.
 
It means you can't get freebies out of the system (i.e. taxpayer-funded student aid) unless you're contributing something (i.e. tax money) into it.

With all due respect, aliens who hold visas do pay taxes- from pay checks, interest earned from banks, sales (of course), property...to everything

I didn't mean to imply that you individually do not.

In general, however, students (whether domestic or foreign) pay very little federal income tax; property and sales taxes are almost 100% retained at the local and state levels (meaning they help fund your local elementary school and state police force, but not federal aid programs); and besides, given the difficulty international students appear to have securing loans (at least, as indicated by the number of "how do I get a cosigner" threads in this forum), I suspect very few of them can obtain the financing necessary to support a hobby in real estate commerce.

Additionally, from a purely functional perspective, it makes very little sense for the United States government to help pay for degrees for students here on temporary visas. It's not saying that you're bad people or undeserving of education or anything like that; it's just that the any nation's government's top priority is its own country (the United States in this instance), so paying for graduate degrees that will fly back home with their owner the day after graduation isn't very compatible with that agenda. Good luck in dental school and in your career.

This I did not know. Thought State taxes filled a part of the above purpose.

In these economic times yes, it is hard. Used to be a time when Sallie Mae and Access Group did lend w/out a cosigner. NOT anymore. In fact Access Group pulled pvt loans off the market.😡

I am the first one to say every country has to to take care of its citizens first. And in *most* cases immigration was a choice(was for me). I chose to take this difficult IDP path knowing the risks. So I am NOT doing the "why should I study for 2-3 more years/ I am a dentist already/ why can't I get the Federal aid?" boo-hoo- pity- party ( I am so going to get flamed for this) in spite of multiple failed attempts.

Hello there,
Students in International dentist programs are all not on F1 student visas. There are H4s and EADs who pay income taxes (federal, SSN, Medical, state and county etc). (H4s pay indirectly coz' their spouses are working). But we don't get FAFSA aids because we are neither US Citizens nor GC holders. So, the bottom line to apply for those loans is to meet the requirements.
