Hmm... I need the official federal law. I can't find it online.

There is no official federal law. It is just a FDA rule for its distribution.

The law allows the FDA to create Risk Evaluation Management Systems (REMS). The FDA decided to create a REMS for clozapine. It can most likely be found on the FDA website or by simple google search.
