Federal Loan Approval and Process

I am hoping to find information in regards to how long the federal loan approval process for new DO schools? I know new schools can apply through Dept of Education after their completed 2nd year, are most approved within the year or has it been taking longer? For instance, if the school applied with Dept of Ed at the beginning of 2018 school year is it almost certain they will have federal loans for the start of the 2019 year?
