The training needed to weigh the risks and benefits of that procedure isn’t there."

The only problem I have with this is that he is citing the complaint, not what the judge has ruled. Attorneys can “complain” about anything. I’m still reading though, so maybe there’s more facts to it.

edit.... Reading the first page it looks like this is a florida state attorney complaint to the florida board of chiropractic. Hopefully it has traction.
