Flutamide blocks androgen receptors at the hypothalamus and pituitary, thereby directly increasing LH, as well as indirectly increasing both LH and FSH via increased GnRH secretion. This leads to increased testosterone production. Because the androgen receptors are blocked, it's as though the testosterone level is low, when it's really not.
