Permanent failure = no chance to retake the exam after failure due to discontinuation
For those with Permanent Step 2 CS failures, how did you fare on the match?

I'll get straight to the point: There is nothing that can change this situation for an applicant. Stressing over it or worrying about it will do no good. Instead, for anyone in the situation - just focus on doing the best you can going forward. Talk to your advisors at your school in your desired specialty about if there are any changes that should be made in selecting programs to apply to.
