Forgot about a Secondary -- reapplicant

I forgot to send in a Secondary that closes in a few weeks. I am also without an II, so I am looking towards a second application cycle.

I'm wondering if schools care if you previously applied, but did not submit a Secondary. If so, what would the best course be to mitigate my mistake?

Submit a very late secondary?
Come up with a good excuse (I realized I wasn't competitive enough / unexpected financial problems?)

My dog ate my secondary
 
from personal experience, doesn't seem to matter too much.
but honestly, if a school rejects you as a reapplicant, you wouldn't know if it's because you didn't submit a secondary the first time around or due to another reason.
on the other hand, I doubt a school would reject you solely based on the fact that you didn't submit a secondary previously. there's a lot to be said for improving your application and showcasing that as a reapplicant.
