What's the formal charge on the Carbon?

H:N:::C:

TPR says the formula is: Valence - 1/2 Bonded - Lone pairs

So the way I'm looking at it is:
4 - 3 - 1 = 0

The right answer is -1

I'm guessing by lone pairs you don't count the number of lone PAIRS of electrons which is what i've been doing (1 lone pair as seen above) and subtract the number of lone electrons instead

Yes you should have 2 for the # of lone pair electrons in this case.
