Pretty much required by Joint Commission and obviously good practice. That is a tech responsibility at my hospital, but have seen RNs in charge of fridge temp as well. All you need is one mistake in front of the right people and the next thing you know management is in your face going over policy and procedure.
You pretty much only take it seriously if you know someone is watching. So in retail, it's probably "required" but monitoring falls to the wayside unless it's obvious that all your flu vaccine is frozen. Most of our "serious" fridges have alarms if out of range.
