As I check departments , very often come across "fully funded " .Am curious what exactly does it mean .
 
Yes, tuition paid for is a major part of it. Then generally there is also a stipend (in my case, it was an annual stipend). These vary a bit, but usually it is not a lot of money. I have heard of them ranging from 15-20k per year in local fully-funded programs (but I know there are higher and lower stipends - just have never heard of anything more than 20-25k).
 
I'm going to necro this thread for a question-- i thought tuition remission still meant you paid after graduation, and tuition waiver meant you didn't pay at all. It now sounds like 100% tuition remission is the same as a waiver? Is that so?

That's been my experience, yes--the two terms are often used synonymously. I've personally not heard of a situation where tuition is only temporarily waived, only to be paid back after graduation. However, that's not to say such arrangements don't exist; that just sounds like more of a loan than anything else.
