Future FP resident wants to switch to EM

See, I had the PD of a 2-4 program tell me that prelim years (IM, surg, peds, ob) did NOT count against funding, since they did not lead to board certification. If someone did FM, that first year could be used as a prelim year, but the 3 years-for-FM clock is now ticking, and the 2 years of full-FTE are what's left.

My understanding is that a prelim year can be converted if a categorical comes open, thus it does count. However, I could be wrong since I pay no attention to this. Anybody with a line to the regulatory language?
