FY22 budget proposal suggesting billet reductions?

The proposed defense budget was published today for FY22 (linked above). Of particular interest is section 5-5 and 5-6 which mention "optimizing military end strength". It also curiously mentions increased budget size in anticipation of more purchased care. Thoughts?
