GChem rate reaction

Hello,

(im referring to TBR, chapter 9 (Kinetics), passage X in particular)

if we have a 2 step mechanism, in which the second step is the rate-limiting step, if [H2O] is involved in the fast first step as a reactant, but not the rate-limiting second step, would addition of water increase or have no effect on the reaction rate?
- some part of the explanation says addition of [H2O] result in increase in intermediates and thus increases the second step as well
- other part of the explanation says that if the compound you are adding is not involved in the rate limiting step, it would have no effect on the reaction rate

so which is which? 😕 and thank you :luck:

im particularly referring to this question, so wouldnt choice C be the answer too?? anyone?
