General NRSA confusion...

Hi Everyone,
I've been fretting about a F32 NRSA application I submitted in August and am hoping some of you might have some words of wisdom. I emailed my program officer but I haven't heard back (probably b/c I emailed just before the snow shut down the federal government!).
Anyway, I'm hoping that some of you may have some thoughts on this process for me--I submitted to NICHD and my priority score was a 20 with a percentile rank of 10. From what I've read on other forums this seems to be a pretty good place to be, although from what I've seen, NICHD doesn't publish paylines so it's iffy. Do I have this right so far?
Although my program officer hasn't emailed me back yet, my ecommons status did change yesterday from "pending SRG review" to just "pending"--when I click into it it just tells me 'pending administrative review'. Any ideas on what that means? It looks like the advisory council met at the end of January, so from my meager understanding of how this process works, that means that a decision has likely already been made, correct?
I'm wondering about a time-frame mostly because I need to tell my university soon whether or not I'll be leaving for my post-doc (they'll give me a teaching job next year if I need to stick around, but they need to know soon).
Any words of wisdom or past experience you can provide would be great!
