Getting into Harvard without all required LORs?

Hi all. I was wondering how seriously Harvard looks at applicants who don't send in all the required letters of rec. I have three strong ones which I've already submitted, but the fourth (non-science) is by someone who doesn't know me as well, and I'm wondering if it'll do more harm than good. Have any of you had any experience with this? Harvard claims that they will look at your application "as is" if it's not complete, but I'm wondering if this is actually true... Thanks for your help.
 
I would take them at their word. However, I feel as though you should send in all letters, because they are looking for reasons to reject people and not having a complete application may be reason enough to do so...Its Harvard, so be careful, and I suggest, err on the side of being complete.

Why do you think that the letter may do more harm than good? If the only problem is that it's generic, then I agree with MaKiaveli -- send it. If you think the troubles may run deeper, I'd consider leaving it out.
