Getting VCU instate

I know this topic has been touched on other forums, but does anyone know a more definitive answer about the possibility of getting instate tuition at VCU after a year if I originally come in out of state? Would this be possible if I bought a cheap house in Richmond and lived there upon enrollment and do the necessary paperwork to become a VA resident?
 
from what I understand, it's impossible. Even if you become a Virginia resident for all other purposes, your spouse has a job in Virginia, etc.

Same. The state has an access to care problem so they want to keep their dentists local. They won't grant in state status to anyone who is just going to leave shortly after school.
