Those are GS-15 positions, not entry level administrative positions. GS-15 is the highest pay grade on the normal government scale (there's 3 other scales that go higher that cover non-appointed senior level positions and science/tech positions). A bachelors will get you in at GS-5~7, a PhD starts at GS-11 so anyone who qualifies is going to have significant relevant education/experience.

I do remember reading an article in the Wall Street Journal that said for the majority of job types (secretary, janitors, mechanics, etc.) the government pays higher salaries than the private sector.

Not really. Most government jobs or city jobs pay less, from what I've seen - you just get better benefits and retire with a seriously awesome pension.
