I just currently got listed for a full government scholarship. Does this by any chance help in getting a residency spot and bypassing carms?? I have heard that there are some spots that are kept for these students based on arrangements by the ministry of higher education . If so, how Do I apply ?

In my opinion if there is any offer of free money, always check whether there is a trap behind it and see whether you are dealing with genuine people. Good luck.

the government scholarship is from the ministry of higher education , so it is genuine >> but are there any programs in canada for residency outside of carms and open for img's with government sponsor

I'll give you a qualified "yes", but you should contact the relevant provincial Ministry of Health. I don't really know what kind of scholarship you received (from a Canadian province?), but surely they should tell you what the implications are.

i probably didn't make my question clear enough ... i am an IMG and a Libyan national , lately i have been elected by the ministry of higher education of my country for a scholarship for postgraduate studies .
i heard that some residency seats are being given to IMG's outside of carms .Mostly to Saudi and Kuwaiti students . I was wondering if it is true , where can i find the necessary info ?

Correct. Some Gulf States have agreements with Canadian universities to provide residency training to their grads (the Kingdom of Saudi Arabia and Kuwait being examples).

If your government has a similar agreement with Canadian medical schools, you can apply WITH YOUR GOVERNMENT. As I understand it, the government provides a list of potential residents to the Canadian schools, who then interview candidates to fill the spots - the applicants don't apply directly to the schools.

When I read a query about "bypassing carms", I worry. Why would some one ask such a question?

Because it's an accepted practice at Canadian Universities to sell residency training to certain international governments. How these positions are arranged is not clear (I believe it's at the program director and post-graduate dean level).

These training positions (who's participants are usually referred to as visa trainees) are granted outside of the CaRMS process.
