As a caucasian applicant, does a 3.55 BCPM GPA exclude one from 2-3 midtier acceptances? This is assuming a 3.73 overall GPA, slightly above average ECs, and an average MCAT.

Nope. I have the same exact stats as yours and I received II's from 5 mid-tiers and a couple lower-tiers. My MCAT was in the 32-35 range, if that helps.

The different aspects of your application don't live in vacuums. Weak aspects of an application can be overlooked if the rest are strong, and conversely a strong MCAT will not make up for an otherwise weak application.
