Is there any list or directory of residency programs that includes whether or not they offer domestic partner health insurance? I'm sure this would be a part of the actual contract down the line, but this is a non-negotiable issue for me, and I don't want to waste time applying to programs that I can't rank.

There is no central list that I am aware of - you might be better off contacting HR at the programs you are interested in, and see what sort of response you get.
