You should receive several interviews from your Texas schools.
What schools OOS do I have a chance at? Ive received letters from Harvard, Vanderbilt, Northwestern, etc...?
 
Your MCAT is below the 10th percentile for those schools. If you want to apply to OOS schools you could try the newer schools such as:
Quinnipiac
Oakland Beaumont
Seton Hall
NOVA MD
California University
Tulane also accepts some Texas residents
Most Texas residents attend a Texas MD school and the OOS MD schools know from years of experience that interviewing Texas residents will be low yield for their school. The exceptions are applicants with very high stats, legacies, or who attended an undergraduate school in that state.
 
Your MCAT is below the 10th percentile for those schools. If you want to apply to OOS schools you could try the newer schools such as:

I have heard of this Texas bias problem, well thanks!

Is there any top/ mid to high tier schools that I should consider with in the 10th percentile Ex: Dartmouth & Brown? Also you said MCAT is below 10th for Harvard but their letter says they get people from URM 80th-100th percentile... and being URM doesn’t that help with getting into top schools below 10th percentile?
 
URM helps some. However, Harvard matriculates only 16 students with a MCAT of 512 or lower. Some of those 16 are legacies, attended Harvard undergraduate school, veteran status, have advanced degree such as PhD, etc.
