The Centers for Medicare and Medicaid Services recently announced that Medicare physician payment rates would be reduced by 9.9 percent in 2008 under current law. Additionally, CMS projected cumulative reductions in Medicare physician payment rates of nearly 40 percent by the year 2015. These successive annual reductions are due to a statutory formula governing annual Medicare payment updates that is broken beyond repair. The current system is having a disastrous effect upon beneficiary access to care and physicians willingness to participate in the Medicare program.
