Help with Navy Web

Hey...I'm actually an AF HPSP, but my friend is in the Navy HPSP and she's having a difficult time registering in the Navy NCET (i think that is what its called) and signing up for OIS this summer...she says its asking for some sort of ID she has no clue about...Does anyone know how to register in the site and for OIS?
