There are a lot of posts on this forum about how to get a US residency.
I would look at some of those, and read them.
Basically, some hospitals in the USA would accept your Russian medical program/medical school and would consider you for a residency in the USA. In order to be considered, you would need to pass a standardized test called the USMLE (US medical licensing exam) Part I and Part II. All US medical students have to take these exams also. They usually take the Step 1 after 2 years of medical school, and the Step II after 3 or 3.5 years of medical school.
You also would need letters of recommendation (3, including one from your medical school dean) and you would need to get your transcripts from your Russian medical school sent and translated into English. I believe there is an organization called ECFMG that has to certify your application also, before you can apply to US residency. I would do some research on these on the internet. Also it would be helpful if you can find Russian doctors practicing in the US - they could probably give you some good advice.

Hmmm....I took the OP to be asking about US citizenship not post graduate training.

If it is the latter, you have been given some excellent advice above. In the US, post-graduate specialty training completed after finishing medical school is called a residency.

If you are asking about getting a Permanent US Residency (PR) to live and work here after you graduate, that is a query for an immigration lawyer, not SDN. AFAIK, there are no restrictions on being a Hospital Administrator or student of Hospital Administration when it comes to awarding US residency or citizenship.

So, study what you wish although bear in mind that in the US, being a hospital administrator is a fairly high powered fancy job and tough to get. And as opposed to Russia, physicians are pretty respected here, so you might find it easier to enter training in a US residency and try to get an MHA (Master's of Hospital Administration) along the way. There certainly would be some residency programs that could work with you on that.
