Be very, very careful how you approach this situation. If you are "unsure" about the program, and do not have family concerns or other personal reasons for the switch, and are in good standing where you are, it might be best to leave well enough alone. Residency, in general, is not for the "faint of heart" no matter what the specialty.
Depending on your specialty there are resources on the web and 800 numbers. Too, what you have suggested about contacting programs directly is another way, but anonymously, of course. Keep in mind that if you stay in the same specialty the two program directors will have a conversation about you and the reasons for the switch. Plus, you will need the approval of the original program, since, at least in theory, you have signed a contract with the intent of finishing your residency with "X" program, even though it is a year to year renewal. The second program would not want to be perceived as "stealing" a resident from a colleague, so they will be cautious as well, considering your application carefully.
As I said at the outset, consider this move very, very carefully, and make certain that you don't burn any bridges behind you.
