How do I know if the program is NOT participating in the match?

Hi,

So I know this program where they decided that they will go "prematch" after the the" ALL in policy". They have been offering prematch positions for the last three years. My friend (who is a resident there) told me that the program wanted to go through the match this year. But in ERAS, this program doesn't have an NRMP code? does this mean that they are not going through the match? is there a deadline where the program have to decide if they want to go through the match or not?

Programs have until Jan 31 to finalize their quotas or withdraw. I assume programs could wait that long to actually register, but that would be dumb. If they stay out of the match, they will want to offer pre-match contracts long before then.
